Fostering partnership in the programming process

The European Code of Conduct on Partnership in the framework of the European Structural and Investment Funds calls on all Member States to ensure that the programming process is inclusive and builds on close cooperation with partners. In July 2019, Slovenian Government tasked GODC to lead the programming process by working closely with other ministries, government offices and partners to prepare the documents for the implementation of all seven ESI Funds in the period 2021-2027.

GODC established three working groups which include the representatives of the following partners:

  • regional, local and urban authorities and other public authorities,
  • economic and social partners,
  • civil society bodies, including environmental partners and those advocating social inclusion, basic rights, gender equality, non-discrimination and human right of persons with disabilities.

Questions and answers

GODC collected a range of questions relating to the interpretation of provisions of the Cohesion legislative package concerning the preparation of future documents for the period 2021-2027 from the Managing Authority, the Intermediate Bodies, both cohesion regions and other partners and submitted the questions to the European Commission. 

GODC is also responsible for drawing up answers to written parliamentary questions posed by National Assembly deputies concerning the preparation of the relevant documents for the period 2021-2027. Written parliamentary questions received since the beginning of the programming process covered a number of topics, including, inter alia, the option of stand-alone or independent managing authority for cohesion region Vzhodna Slovenija and of two separate operational programmes, one for each cohesion region; the issue of reconstruction and construction of student dormitories from 2020 onwards; the issue of inadequate sports infrastructure in the country; planning and implementation of EU Cohesion Policy; the issue of culture and arts being underfunded by EU Cohesion Policy; current figures regarding the use of Cohesion Policy funds allocated to the country; planning and allocation of Cohesion Policy funds in the period beyond 2020; the issue of providing funds to support investment projects.
