Key documents
The programme package to be prepared by each Member State contains the following documents:
- programmes, i.e. documents setting out how funds will be allocated to Slovenia and spent in line with the shared management principle: programme (current operational programme) and partnership agreement (stand-alone document or part of the programme);
- documents (strategies, action plans, resolutions etc.) and regulations that ensure the fulfilment of thematic enabling conditions;
- description of how the horizontal enabling conditions will be/are achieved;
- proposals for simplified cost options.
GODC as the Managing Authority believes that the programme design could be postponed until the conclusion of the negotiation on the next MFF, when the financial allocations by Member States, cohesion regions and Funds will be determined, the concentration of funds achieved and the amount and method of calculating the national contribution specified. Nevertheless, GODC admits that all preparatory activities underlying the design of the programme must be carried out before that, notably:
- preparation or update/revision of the documents that ensure the fulfilment of enabling conditions which need to be linked to specific objectives and automatically applicable where the specific objectives, proposed by line ministries, are selected for support. Enabling conditions are the necessary prerequisites for the effective and efficient use of Union support granted by the Funds. It is also important to ensure that operations selected for support are implemented consistently with the strategies and planning documents in place underlying the fulfilled enabling conditions, thus ensuring that all co-financed operations are in line with the Union policy framework,
- description of all horizontal enabling conditions listed in Annex 1,
- the inputs and contributions produced by line ministries and partners will be used to feed the design of the programme and will help identify areas of support and scope of support by individual policy objectives.
