e-Auctions


Up until February 2021, judicial auctions under enforcement procedures were conducted in person with bidders physically present at the auction site. This way, the creditors failed to always get the money they were owed recovered, so the Supreme Court of the Republic of Slovenia joined forces with an outside expert to design a platform for online judicial auction allowing for a wider access to the sale of seized assets and electronic bidding. 

Supported by any computer platform, the system works on mobile devices and is accessible 24/7. All interested buyers have free access (no registration needed) to the data on the seized items/assets on sale under enforcement proceedings either by logging in with a qualified certificate via SI-PASS system or from virtually anywhere in the world; the system also allows for anonymous bidding. This ensures wider access to public auctions and more efficient payment of the debt to the creditors. In addition, collusion with other bidders or bid rigging and extortion between bidders are prevented.

The portal e-auctions (https://sodnedrazbe.si) is a safe single point of access to public information on judicial auctions which allows its users to view sale advertisements for immovable property, movable property or rights that are seized under enforcement proceedings. The advertisements include photos of the seized immovable or movable property and various information about these items; advanced search and various filters make the user experience friendly. The website is also disabled-friendly. Users can log in to receive notifications of new posts via e-mail or RSS feed.

The system ensures transaction traceability and features all relevant security mechanisms; the best protection, however, is the fact that the bidders as well as external observers can follow and monitor the auction process in real time, which helps prevent later fraudulent practices. An auction report ensuring bidders’ anonymity is drawn up after the auction is completed. The system ensures that all transaction activity is credible, authentic and legitimate; this means that bidders cannot withdraw or remove the placed bid or cannot place a bid after the agreed auction duration. The project is part of a larger project called Efficient Justice.
